Surah Al-Mursalat
وَٱلنَّـٰشِرَٰتِ نَشْرًا
Wan-nāsyirāti nasyrā(n).
And [by] the winds that spread [clouds]

738) What is meant are the angels who descend to bring revelation. Some commentators (mufassir) argue that what is meant by an-nāshirāt are the winds that blow accompanied by rain.
