Surah Al-Ma'idah
إِنَّآ أَنزَلْنَا ٱلتَّوْرَىٰةَ فِيهَا هُدًى وَنُورٌ ۚ يَحْكُمُ بِهَا ٱلنَّبِيُّونَ ٱلَّذِينَ أَسْلَمُوا۟ لِلَّذِينَ هَادُوا۟ وَٱلرَّبَّـٰنِيُّونَ وَٱلْأَحْبَارُ بِمَا ٱسْتُحْفِظُوا۟ مِن كِتَـٰبِ ٱللَّهِ وَكَانُوا۟ عَلَيْهِ شُهَدَآءَ ۚ فَلَا تَخْشَوُا۟ ٱلنَّاسَ وَٱخْشَوْنِ وَلَا تَشْتَرُوا۟ بِـَٔايَـٰتِى ثَمَنًا قَلِيلًا ۚ وَمَن لَّمْ يَحْكُم بِمَآ أَنزَلَ ٱللَّهُ فَأُو۟لَـٰٓئِكَ هُمُ ٱلْكَـٰفِرُونَ
Innā anzalnat-taurāta fīhā hudaw wa nūr(un), yaḥkumu bihan-nabiyyūnal-lażīna aslamū lil-lażīna hādū war-rabbāniyyūna wal-aḥbāru bimastuḥfiẓū min kitābillāhi wa kānū ‘alaihi syuhadā'(a), falā takhsyawun-nāsa wakhsyauni wa lā tasytarū bi'āyātī ṡamanan qalīlā(n), wa mal lam yaḥkum bimā anzalallāhu fa ulā'ika humul-kāfirūn(a).
Indeed, We sent down the Torah, in which was guidance and light. The prophets who submitted [to Allah] judged by it for the Jews, as did the rabbis and scholars by that with which they were entrusted of the Scripture of Allah, and they were witnesses thereto. So do not fear the people but fear Me, and do not exchange My verses for a small price. And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers.

213) People who do not judge or rule according to the law of Allah, Glorified and Exalted is He, fall into three categories: a) those who do so out of hatred and rejection of Allah's law; such people are disbelievers (kafir) (Surah al-Mā’idah/5: 44); b) those who do so to follow their whims and desires, causing harm to others; they are called wrongdoers (zalim) (Surah al-Mā’idah/5: 45); and c) those who do so out of defiance and turning away from obedience; they are called the defiantly disobedient (fasik), as stated in verse 47 of this Surah.
