Surah At-Tawbah
يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ قَـٰتِلُوا۟ ٱلَّذِينَ يَلُونَكُم مِّنَ ٱلْكُفَّارِ وَلْيَجِدُوا۟ فِيكُمْ غِلْظَةً ۚ وَٱعْلَمُوٓا۟ أَنَّ ٱللَّهَ مَعَ ٱلْمُتَّقِينَ
Yā ayyuhal-lażīna āmanū qātilul-lażīna yalūnakum minal-kuffāri wal-yajidū fīkum gilẓah(tan), wa‘lamū annallāha ma‘al-muttaqīn(a).
O you who have believed, fight those adjacent to you of the disbelievers and let them find in you harshness. And know that Allah is with the righteous.

339) Islam does not teach Muslims to fight disbelievers simply because of their disbelief. Permission to fight is only granted to avert all forms of oppression (in self-defense), such as when Muslims are attacked.
