Surah Al-Fath
لَّقَدْ صَدَقَ ٱللَّهُ رَسُولَهُ ٱلرُّءْيَا بِٱلْحَقِّ ۖ لَتَدْخُلُنَّ ٱلْمَسْجِدَ ٱلْحَرَامَ إِن شَآءَ ٱللَّهُ ءَامِنِينَ مُحَلِّقِينَ رُءُوسَكُمْ وَمُقَصِّرِينَ لَا تَخَافُونَ ۖ فَعَلِمَ مَا لَمْ تَعْلَمُوا۟ فَجَعَلَ مِن دُونِ ذَٰلِكَ فَتْحًا قَرِيبًا
Laqad ṣadaqallāhu rasūlahur-ru'yā bil-ḥaqq(i), latadkhulunnal-masjidal-ḥarāma in syā'allāhu āminīn(a), muḥalliqīna ru'ūsakum wa muqaṣṣirīn(a), lā takhāfūn(a), fa‘alima mā lam ta‘lamū faja‘ala min dūni żālika fatḥan qarībā(n).
Certainly has Allah showed to His Messenger the vision in truth. You will surely enter al-Masjid al-Haram, if Allah wills, in safety, with your heads shaved and [hair] shortened, not fearing [anyone]. He knew what you did not know and has arranged before that a conquest near [at hand].

696) What is meant by shaving the hair of the head is the tahallul (completion of ritual state) after performing Umrah. 697) Sometime before the Treaty of Hudaybiyyah took place, Prophet Muhammad (PBUH) had a dream that he and his companions entered the city of Makkah and the Al-Haram Mosque. Some of them shaved their heads while others cut their hair short. The Prophet stated that his dream would surely come to pass. Consequently, this news spread among the Muslims, the hypocrites, as well as the Jews and Christians. After the Treaty of Hudaybiyyah was agreed upon and the Muslims failed to enter Makkah that year, the hypocrites mocked the Prophet, claiming his dream was a mere lie. Thus, this verse was revealed, declaring that the Prophet's dream would certainly come true in the following year. Had the Muslims entered the city of Makkah in the year of the Treaty of Hudaybiyyah, it was feared that the lives of those in Makkah who concealed their faith would have been put at risk.
