Surah Al-Baqarah

وَٱقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأَخْرِجُوهُم مِّنْ حَيْثُ أَخْرَجُوكُمْ ۚ وَٱلْفِتْنَةُ أَشَدُّ مِنَ ٱلْقَتْلِ ۚ وَلَا تُقَـٰتِلُوهُمْ عِندَ ٱلْمَسْجِدِ ٱلْحَرَامِ حَتَّىٰ يُقَـٰتِلُوكُمْ فِيهِ ۖ فَإِن قَـٰتَلُوكُمْ فَٱقْتُلُوهُمْ ۗ كَذَٰلِكَ جَزَآءُ ٱلْكَـٰفِرِينَ

Waqtulūhum ḥaiṡu ṡaqiftumūhum wa akhrijūhum min ḥaiṡu akhrajūkum wal-fitnatu asyaddu minal-qatl(i), wa lā tuqātilūhum ‘indal-masjidil-ḥarāmi ḥattā yuqātilūkum fīh(i), fa'in qātalūkum faqtulūhum, każālika jazā'ul-kāfirīn(a).

And kill them wherever you overtake them and expel them from wherever they have expelled you, and fitnah is worse than killing. And do not fight them at al-Masjid al- Haram until they fight you there. But if they fight you, then kill them. Such is the recompense of the disbelievers.

53) Fitnah in this verse means actions that cause chaos and turmoil, such as expelling people from their homelands, seizing property, harming others, barring people from the path of Allah SWT, or committing polytheism (see footnote of surah al-Baqarah/2: 102).
